دسترة مبدئي التشاركية والولوجية وإنعكاسهما على أداء المرفق العام

Résumé: يندرج موضوع الديمقراطية التشاركية والولوجية ضمن دراسات السياسات العمومية وفق توجه جديد في التسيير المحلي، الذي يقوم على مبدأ المشاركة في القرارات والمتابعة والرقابة في المشاريع التنموية المحلية خصوصا. وتكمن أهمية الموضوع في محاولة معرفة دور كل من الديمقراطية التشاركية وإمكانية الوصول في تجسيد التنمية المحلية في الجزائر في ظل الإصلاحات السياسية، والتأكد من تبني التشاركية والولوجية في التعديل الدستوري الأخير سنة 2020 الذي إعتبارها توجه جديد للتسيير وآلية ناجحة تضمن تحقيق التنمية المحلية، وهذا من خلال فتح المجال لمساهمة المواطن وجميع الفاعلين الإقتصاديين والإجتماعيين في تسيير الشأن العام المحلي. The issue of participatory and accessible democracy is included in public policy studies according to a new orientation in local management, which is based on the principle of participation in decisions, follow-up and control in local development projects in particular. The importance of the topic lies in trying to know the role of both participatory democracy and accessibility in embodying local development in Algeria in light of political reforms, and making sure that participatory and accessibility are adopted in the last constitutional amendment of 2020, which is considered a new direction for management and a successful mechanism that ensures the achievement of local development, and this is through Opening the way for the citizen and all economic and social actors to contribute to the management of local public affairs
