الفلاحة كرهان لتحقيق وإحداث التنمية الاقتصادية (حالة الجزائر للفترة 2000-2017 أنموذجا)

Résumé: مستخلص: تهدف الورقة البحثية إلى إبراز دور الفلاحة كرهان لتحقيق وإحداث التنمية الاقتصادية بالجزائر للفترة 2000-2017، وعليه فقد خلصت الدراسة إلى أن استراتيجية التنمية الفلاحية في الجزائر لا تتماشى وتحقيق الأمن الغذائي، ويتجلى هذا بوضوح من خلال الأهمية النسبية المتدنية للمخصصات الاستثمارية الفلاحية من مخطط تنموي لأخر، خاصة خلال العشرية الأخيرة، رغم الدور الكبير الذي يمكن للقطاع الفلاحي أن يلعبه في مجال خلق الثروة، التغذية والتشغيل، وعليه نستنتج أن المشاكل التي يعرفها القطاع الفلاحي تنبع من الإنسان كمخطط أو منفذ أو متابع بالدرجة الأولى، وليس بردها إلى العوامل المناخية أو الموارد الطبيعية أو الزراعية أو غيرها من الموارد الأخرى. Abstract: The research paper aims to highlight the role of agriculture as a mechanism to achieve and induce economic development in Algeria for the period 2000-2017, As a result, the study concluded that the agricultural development strategy in Algeria is not in line with the achievement of food security, This is clearly demonstrated by the relative low importance of agricultural investment allocations from one development program to another, especially during the last decade, Despite the large role that the agricultural sector can play in the area of wealth creation, nutrition and employment, Accordingly, we conclude that the known problems of the agricultural sector arise from the human being as a planner, performer or follower in the first place, and not because of climatic factors, natural or agricultural resources or other resources.
