Résumé: الملخص: طبقت إدارة الاحتلال منذ 1834، إجراءات زجرية اتجاه الأهالي الجزائريين في ظل ما سمي بالنظام العسكري من 1830 إلى 1870، وذلك بغية ربط الجزائر بفرنسا للأبد وتحقيقا لشعار الجزائر فرنسية، وعليه أوجدت إدارة وزارة الجزائر والمستعمرات برئاسة الأمير جيروم نابليون سنة 1858، هيئات قمعية خاصة لمعاقبة الأهالي أطلقت عليها تسمية "لجان التأديب" (Les commissions disciplinaires). باتساع دائرة النظام المدني بمقتضى مرسوم 24 أكتوبر 1870 على كامل المنطقة التلية، كما عمدت الحكومة المدنية الجديدة تحت إدارة الاميرال ديقيدون إلى منح الحاكم العام المدني نفس الصلاحيات القهرية التي تمتع بها الحكام العسكريون قبل 1870. وفي 29 أوت 1874 أصدر الحاكم العام ألفريد شانزي مرسوم منح لقادة المقاطعات صلاحيات إعداد قوائم بالمخالفات التي تتم المعاقبة عليها. كانت هذه المخالفات تمهيدا لتأسيس ما سمي بـ"قانون الأهالي" سنة 1881. كلمات مفتاحية: الاحتلال، السلطات الردعية، مجالس الحرب، لجان التأديب، القمع. Abstract: Since 1834, the colonial administration has applied repressive powers against the Algerian people under the so-called military regime from 1830 to 1870, in order to bind Algeria to France forever and to realize the "French Algeria". This is why the new ministry of Algeria and the colonies, presided over by Prince Jerome Napoleon in 1858, created special bodies to punish the natives, called disciplinary commissions. With the extension of the civil regime under the decree of October 24, 1870 over the entire Tellienne region. The new civilian government, headed by Admiral De Gueydon, was given the same coercive powers that the army had before 1870. On August 29, 1874, Governor General Alfred Chanzy issued a decree granting the same powers to the district chiefs to prepare lists of offenses for which they (Algerians) were to be punished and to establish what was called the indigent code in 1881.
