واقع التدقيق الحكومي بالجزائر – دراسة حالة الرقابة السابقة للنفقات الملتزم بها بأدرار

Résumé: تمثل الرقابة السابقة للالتزام بالنفقات العمومية إحدى أنواع الرقابة المالية على إنفاق الأموال العمومية المعتمدة في الجزائر، والتي يكلف بتطبيقها المراقب المالي، وقد جاءت هذه الدراسة لتسلط الضوء على واقعها بولاية أدرار من خلال إعداد استبيان موجه للمراقبين الماليين، وقد بينت أهم النتائج المتوصل إليها إلى ضرورة تفعيل هذا النوع من الرقابة مع الحاجة إلى إعادة النظر في إطارها التنظيمي والممارساتي.
