مدى مساهمة المجتمع المدني في تفعيل التنمية المحلية بالجزائر

Résumé: لقد أصبح مفهوم المجتمع المدني ملازما لمفهوم الدولة العصرية، ولم تعد التنمية المحلية حكرا على الدولة وحدها ، بل أصبحت مؤسسات المجتمع المدني فاعلا أساسيا في تحقيق هذه التنمية في إطار ما يعرف بالديمقراطية التشاركية، فمن خلال هذه الدراسة نلاحظ أن مكانة المجتمع المدني في ظل التعديل الدستوري الأخير لسنة 2020 ازدادت أهميتها من خلال الضمانات الدستورية المحاطة بها ، إلى جانب تأسيس المرصد الوطني للمجتمع المدني بهدف ترقية دور مؤسسات و هيئات المجتمع المدني في الجزائر، إلا أن هذا التقدم سيظل نظريا و رهن طبيعة العلاقة النمطية بين المجتمع المدني و النظام السياسي ما لم تجسد شروط و آليات تفعيل دور المجتمع المدني في تحقيق التنمية المحلية بالجزائر. The concept of civil society has become associated with the that of the modern state,and local development is no longer a monopoly of the state alone, but civil society institutions have become a key actor in achieving this development within the framework of what is known as participatory democracy. Through this study, we note that the status of civil society in light of the last constitutional amendment of the year 2020, its importance has increased through the constitutional guarantees surrounding it. In addition to the establishment of the National Observatory for Civil Society with the aim of promoting the role of civil society institutions and bodies in Algeria.However, this progress will remain theoretical and subject to the nature of the typical relationship between civil society and the political system due to lack of realization of conditions and mechanisms of activating the role of civil society in achieving local development in Algeria
