الحماية الدولية للأقليات بين النص والممارسة - أزمة أقلية مسلمي الروهينغا نموذجا-
Résumé: إن موضوع حماية الأقليات من بين المواضيع الهامة التي أولها القانون الدولي عناية خاصة، تتجلى بكل وضوح من خلال وضع قواعد قانونية كفيلة بمواجهة الدول التي تنتهك حقوق هذه الفئة المستضعفة في غالب الأحيان. غير أنه على الرغم من إقرار التشريعات الدولية لحقوق لصالح الأقليات ضمانا لحمايتها، إلا أن الدول لا زالت تعمل على اضطهاد وتصفية بل وإبادة الأقليات على اختلاف أنواعها، وما يحدث حاليا لأقلية مسلمي الروهينغا من قبل دولة ميانمار لا خير دليل على ذلك. Abstract: The protection of minorities is one of the important subjects of international law that has been given special attention. However, despite the adoption of international legislation on the rights of minorities in order to ensure their protection, States are still working on the persecution, liquidation and even extermination of minorities of all kinds, and what is happening to the minority Rohingya Muslims by the State of Myanmar is an evident fact of this reality.
