شركات التمويل العقاري ودورها في تنمية المشاريع العقارية

Résumé: يعتبر نقص التمويل القرضي بالنسبة للمتعاملين العقاريين عائق للإستثمار، في المقابل تعدّ القروض الممنوحة من قبل المؤسسات البنكية الممولة بغرض تنمية المشاريع الترقوية السكنية مهدّدة بمخاطر القرض، لهذا أوجد المشرع شركة إعادة التمويل الرهني وضمان القروض العقارية كتقنية وآلية لتشجيع البنوك على الاستثمار وتمويل المشاريع العقارية. وهذه الورقة البحثية تهدف لإبراز الدور الكبير الذي تلعبه هذه الشركات في تخفيف الضغط على الخزينة العامّة وتوفير السيولة والتي تعدّ صمّام أمان للبنوك من الإفلاس، إلاّ أن هذه التقنيات قلّ ما تلجأ إليها بنوك الجزائر، لافتقارها لسوق بورصة نشط وقوي ما يجعل توريق القروض الرهنية يقتصر على تحويل القروض إلى سندات وليس أسهم. Loan financing for real estate customers is an obstacle to investment, in return, loans granted by bank institutions financed for the development of residential development projects are threatened by the risk of the loan, so the legislator created the mortgage refinancing company and guaranteed mortgage loans as a technique and mechanism to encourage banks to invest and finance real estate projects. This research paper aims to highlight the significant role these companies play in easing the pressure on the public treasury and providing liquidity, which is a safety valve for banks from bankruptcy, but these techniques are less used by Algerian banks, because they lack an active and strong stock market, which makes securitizing mortgage loans limited to converting loans into bonds rather than shares.
