العلاقات الأوروبية- الروسية ..والعمق الإستراتيجي المتبادل

Résumé: تعالج هذها لدراسةا لأكاديميةا لأهميةا لسياسية والاقتصادية والعسكريةا لتي تكتسيهاا لعلاقاتا لروسية-ا لأوروبية، من منطلق أن روسيا، التي تعد الدولة رقم واحد في العالم من حيث المساحة ومن أكثر الدول إنتاجا للغاز الطبيعي، بالإضافة إلى أنها قوة عسكرية هائلة مواكبة للقوة العسكرية الأمريكية. وتزداد أهمية روسيا أوروبيا عندما تتعزز هذه العلاقات بين الطرفين الروسي والأوروبي. ويشكل هذا التقارب عمقا استراتيجيا متبادلا، بمعنى أن روسيا تتحوّل إلى سند إقتصادي وعسكري قوي، بإمكانه أن يقلص من الهيمنة الأمريكية المستمرة منذ مشروع مارشال. بالمقابل، فإن روسيا ستحقق للدول الأوروبية سوقا كبيرة بالنسبة للاستثمارات الروسية المختلفة. تشكل روسيا باعتبارها دولة أوروبية عملاقة عمقا استراتيجيا هاما بالنسبة للإتحاد الأوروبي. هذا الأخير يستمد قوته منها إذا أراد حقيقة أن يتحوّل إلى قطب مؤثر في العلاقات الدولية، له وزنه السياسي وتأثيره الاقتصادي ومظلته الأمنية، بعيدا عن السياسات الأمريكية المهيمنة ذات النزعة الأحادية التي طبعت السياسة الأمريكية في العالم، خاصة بعد زوال الإتحاد السوفييتي سابقا. وتكرّست هذه الهيمنة أكثر بعد أحداث الحادي عشر سبتمبر 2001 . This academic Study deals with the political, economic and military importance held by the European Russian relationship getting in mind that Russia remains the first country in the world concerning the size of territory, in addition to the fact she is among the most important gaz producers in the world , as it a challenging military power to that of the USA. Russia gains in importance from an European perspective when bilateral relations are enhanced by the fact they represent for each other a strategic depth, in a sens that makes Russia an important potential economically and militarily, wich can reduce the us hegemony lasting since the Marshall program . On the other side it represent a large market in terms of consoming and investments. Henceforth , Russia represents a giant european state with a strategic depth, so ,Europe can gain important potential for this relationship, so that it can play role with a political, economic and security weight by getting away from the US influence axed mainly an unilatiralist role, particularly since the crumbling of the soviet empire and the 11/09/2001 attacks.
