دور صناديق الاستقرار السيادية في تمويل عجز الموازنة العامة دراسة تجربة النرويج والجزائر

Résumé: يهدف هذا البحث إلى دراسة دور صناديق الاستقرار السيادية في تمويل عجز الموازنة العامة، من خلال ضبط الإطار المفاهيمي لهذه الصناديق، وأهم الفروق بينها وبين باقي أنواع الصناديق السيادية الأخرى، بالإضافة إلى دراسة تجربة صندوق المعاشات الحكومية العام في النرويج، والمقارنة بينها وبين صندوق ضبط الإيرادات في الجزائر، لا سيما من ناحية العناصر المتعلقة بالحوكمة والاستثمار وتعظيم الأصول لتمويل العجز وتحقيق الاستقرار، وقد توصلنا إلى أن صندوق المعاشات الحكومية العام في النرويج يتميز بمستوى عال من الحوكمة واستراتيجيات الاستثمار مكنته من أن يحافظ على أصوله وعلى استقرار الموازنة العامة، عكس صندوق ضبط الإيرادات في الجزائر الذي استنزفت جميع أصوله سنة 2017. This research aims to study the role of the sovereign stabilization funds in the financing of the public budget deficit, by adjusting the conceptual framework of these funds and the most important differences between them and the rest of the other sovereign funds, as well as the study of the experience of the Government Pension Fund in Norway, and the comparison between this fund and the Revenue-regulation fund in Algeria, especially regarding governance, investments, and maximizing of assets to finance the deficit and achieve stability. We have concluded that the Government Pension Fund in Norway is characterized by a high level of governance and investment strategies that allowed it to keep its assets and stabilize the public budget, unlike the Revenue-regulation fund in Algeria which all its assets had been exhausted in 2017 Keywords : sovereign stabilization funds, revenue-regulation fund, revenue, budget, Norway
