سياسة الجوار كآلية لتدعيم الإستراتيجية الأوروبية في المتوسط

Résumé: لقد كان لتحولات نهاية الحرب الباردة بالغ الأثر على إحداث هندسة إقليمية جديدة في المتوسط، أفضت مجموعة من المبادرات والترتيبات الجيوسياسية لاستيعاب تعقد التحولات الإقليمية والدولية المتسارعة والتكيف معها، خاصة مع حجم التحديات الجديدة التي صار يفرضها النسق المتنامي للعولمة، وهموما دفع بالإتحاد الأوروبي إلى تحديد التوجهات الأوروبية في المتوسط عبر تصميم مجموعة من السياسات المتتالية، منها سياسة الجوار الأوروبية التي تمحورت حول الاقتصاد ومسائل الطاقة، مكافحة الإرهاب والهجرة غير الشرعية، في سبيل خلق منطقة حاجزة بالأخص في جنوب المتوسط لضمان استقرار أمن أوروبا، وفي الأخير لا تعدوا سياسة الجوار الأوروبية أن تكون سوى أحد آليات الهيمنة الأوروبية على مناطق نفوذها التاريخية في منطقة المتوسط. The end of the cold war had a great impact on making a new local architecture in the mideteranan zone it led to a creation of groups of initiatives and a geopolitical order so as to recognize the complexity of the local and international transformations and to cope with ,especially with a new volume of challenge that the developing system is imposing for the globalization ,this is what pushed the European union to determine the European direction in the Mediterranean zone and this by designing groups of pursuing politics such as: the European policy of neighborhood which focused on: energy economy issues ,fighting against terrorism illegal immigration in order to create a secure zone mainly in the south of the Mediterranean zone ,to guarantee stability and safety of Europe finally the European policy of neighborhood is almost just one of the European means of
