أثر الأداء الاقتصادي والجودة المؤسّسية على جذب الاستثمار الأجنبي المباشر لتفعيل التنويع الاقتصادي في الجزائر-دراسة تحليلية قياسية (2000-2019)-

Résumé: تهدف هذه الدراسة إلى ابراز أهمية الاستثمار الأجنبي المباشر في تعزيز فرص التنويع الاقتصادي في الجزائر، وتحديد مدى تأثير المناخ الاستثماري تحليليا وقياسيا على تدفق الاستثمار الأجنبي المباشر، من خلال بعض مؤشرات تقييم المناخ والمتمثّلة في مؤشرات الأداء الاقتصادي بشقّيه الداخلي والخارجي من جهة، ومؤشرات الجودة المؤسسية الاقتصادية والسياسية من جهة أخرى، وذلك بغرض الكشف عن نقاط الضعف التي يتميّز بها المناخ الاستثماري، وبالتالي تأثيرها على استقطاب الاستثمار الأجنبي خاصة في ظلّ اعتبار هذا الأخير من أبرز الخيارات المتاحة لتفعيل التنويع الاقتصادي في الجزائر. وقد توصّلت الدراسة إلى معنوية بعض مؤشرات الأداء الداخلي كمعدّل النمو الاقتصادي، معدّل التضخم والانفاق الحكومي كنسبة من الناتج المحلي الإجمالي، وعدم معنوية بقية المتغيرات الخاصة بالأداء الاقتصادي الخارجي والجودة المؤسسية. The study aims to highlight the importance of foreign direct investments in improving economic diversification opportunities in Algeria, and to determine the extent of the analytical and analogical impact of the investment climate on investment flows. FDI, by using economic performance indicators, both internal and external, on the one hand, and indicators of economic and political institutional quality on the other hand, in order to expose the weaknesses that characterize the investment climate, and their impact on the attraction of FDI, in particular in the light of the latter one of the most important options available to activate economic diversification in Algeria. The study revealed the importance of some internal performance indicators, such as the rate of economic growth, the rate of inflation and public expenditure as a percentage of GDP, and the insignificance of the rest of the variables related to economic performance. external and institutional quality
