الرقابة الجبائية كآلية من آليات الحوكمة الجبائية في مكافحة التهرب والغش الضريبي -دراسة حالة مديرية الضرائب لولاية بومرداس خلال الفترة (2014- 2023)-

Résumé: الملخص هدفت الدراسة إلى تسليط الضوء حول دور الرقابة الجبائية كآلية من آليات الحوكمة الجبائية في مكافحة التهرب والغش الضريبي، وباعتبار أن الضرائب تعد من أهم مصادر إيرادات الدولة وأن النظام الجبائي الجزائري يقوم على أساس التصريح،فإن الإخلال بهذا الأخير من خلال التهرب والغش الضريبي يؤثر على حصيلة الإيرادات الجبائية للدولة. وقد خلصت الدارسة إلى أن الرقابة الجبائية كأداة للحوكمة الجبائية وبمساهمتها أيضا في تفعيل مبادئها كان لها دور مهم في الكشف عن التهرب والغش الضريبي وفي الحفاظ واسترجاع جزء من إيرادات الدولة وأنها وسيلة فعالة للكشف عن مدى صحة ومصداقية تصريحات المكلفين بالضريبة وهذا ما أظهرته دراسة حالة مديرية الضرائب لولاية بومرداس خلال الفترة 2014-2023. abstract The study aimed to shed light on the role of tax control as a mechanism of tax governance in combating tax evasion and fraud, and considering that taxes are one of the most important sources of state revenues and that the Algerian tax system is based on permits, the violation of the latter through tax evasion and fraud affects the collection of tax revenues of the state. The study concluded that tax control as a tool for tax governance and its contribution to activating its principles had an important role in detecting tax evasion and fraud and in preserving and recovering part of the state's revenues, and that it is an effective means of revealing the validity and credibility of the statements of taxpayers, and this is what the case study of the Tax Directorate in Boumerdes showed during the period 2014-2023.
