أثر السياسات الحكومية (القرار الوزاري 12-75) على تطور المقاولاتية الطلابية وتأسيس الشركات الناشئة ( دراسة تحليلية لتوجهات الطلبة الجزائريين)

Résumé: في إطار تطبيق القرار الوزاري رقم 1275، شهدت مؤسسات التعليم العالي في الجزائر تطورات ملموسة تهدف إلى تحويل مذكرات التخرج للطلبة إلى مشاريع مؤسسات ناشئة، حيث يهدف هذا القرار إلى ربط الجانب الأكاديمي بالاقتصاد المحلي والوطني، مما يعزز التوجه نحو تطبيق الأفكار البحثية في السوق ويشجع الطلبة على الابتكار بدلا من الاكتفاء بمذكرات أكاديمية تقليدية، مما يمكن للطلبة الآن من تحويل أفكارهم إلى مشاريع فعلية تسهم في خلق فرص عمل وتعزيز روح المبادرة. و في هذا الصدد، تهدف هذه الدراسة إلى قياس فعالية القرار الوزاري في تعزيز الابتكار وروح المقاولة لدى طلبة جامعة وهران 2. أظهرت نتائج الدراسة أن حاضنات الأعمال تلعب دورا أساسيا في دعم المشاريع الناشئة وضمان نجاحها، بالإضافة إلى مساهمتها الفعالة في تطوير المهارات المقاولاتية لدى الطلبة، وتوجيههم نحو تأسيس مؤسسات مبتكرة. وهذاما يسهم في تعزيز قدرتهم على ابتكار حلول تلبي احتياجات المجتمع المحلي وتساهم في تحفيز التنمية الاقتصادية. In the context of implementing Ministerial Decision No. 12-75, higher education institutions in Algeria have witnessed significant advancements aimed at transforming students' graduation theses into startup projects. This decision aims to bridge the academic sector with the local and national economy, encouraging the application of research ideas in the market rather than limiting students to traditional academic theses. It empowers students to turn their concepts into real projects that create job opportunities and foster entrepreneurial spirit. In this regard, the present study seeks to evaluate the effectiveness of the ministerial decision in promoting innovation and entrepreneurship among students at the University of Oran 2. The results of the study showed that business incubators play a crucial role in supporting start-up projects and ensuring their success. They also significantly contribute to improving the entrepreneurial skills of students and guiding them towards establishing innovative enterprises. This enhances their ability to develop solutions that meet the needs of the local community and contribute to driving economic development.
