دور شبكات التعاون الدولي في تسيير الاستجابة لجائحة كوفيد-19

Résumé: الملخص: يستعرض ويحلل هذا المقال طبيعة الدور الذي قامت به شبكات التعاون الدولي خلال فترة الاستجابة لجائحة كوفيد-19 التي طبعها ارتباك التعاون الدولي التقليدي ومؤسساته. يخلص هذا المقال -القائم على مراجعة الأدبيات وحوصلتها وتحليل نشاطات بعض الشبكات- إلى أنٌ الشبكات الدولية ساهمت في تحفيز وبعث وتنظيم علاقات التعاون الدولي متعدد الأطراف وأصحاب المصلحة، فتح المجال أمام تدفق المعلومات وتسهيل تداولها بالسرعة اللازمة والشفافية الممكنة، وتسهيل تبادل الخبرات وإطلاق المبادرات لاحتواء الجائحة والتحضير للتدارك من تداعياتها... وهي أدوار ومساهمات نوعية ولم يكن من غنى عنها، الأمر الذي عزٌز دورها ومكانتها كآلية عصرية لتأطير وحكامة التعاون الدولي خاصٌة في حالات الطوارئ والأزمات. Abstract: This article analyses the role played by international cooperation networks during the COVID-19 response period, which was characterized by the confusion surrounding traditional international cooperation and its institutions. Based on a literature review and an analysis of the activities of some networks, this article, concludes that international networks have contributed to stimulating and regulating international multilateral and multistakeholder cooperation, enabling the flow of information and facilitating its circulation as quickly and transparently as possible, facilitating the exchange of experiences, launching initiatives to contain the pandemic and preparing for remedies. Those are some contributions that enhance international cooperation networks role as a modern mechanism for managing and governing international cooperation, especially in emergency and crisis situations.
