مراجعة الجباية المحلية كآلية لتدعيم الاستقلالية المالية للجماعات الإقليمية في الجزائر بناء على التجربة الفرنسية

Résumé: يهدف هذا المقال إلى توضيح أثر اعادة مراجعة الجباية المحلية في ضمان الاستقلالية المالية للجماعات الإقليمية في الجزائر ،وذلك من خلال استقراء تجربة الجباية المحلية للجماعات الإقليمية في فرنسا ومدى تكرّيسها الاستقلال المالي لهذه الجماعات. تعالج اشكالية الدراسة مدى امكانية تبني المشرع الجزائري ايجابيات التجربة الفرنسية في الجباية لتفعيل نظام الجباية المحلية في الجزائر بهدف تحقيق الاستقلالية المالية المحلية في الجزائر من منطلق أن الأنموذج الفرنسي يعد الأقرب إلى الأنموذج الجزائري خاصة فيما يتعلق بالقوانين. توصلت الدراسة الى نتيجة عامة تؤكد أنه برغم التطورات التي عرفها مبدأ الاستقلالية إلا أنه لا يصل إلى درجة الإطلاق خاصة فيما يتعلق بالتمويل المحلي وهذا انطلاقا من الغموض الذي يعرفه النظام الجبائي في الجزائر غير أن الاستقلال المالي يقوم على القدرة على تعديل الجباية وتحصيلها وتعديل قيود الميزانية بحيث تعد هذه النقاط أهم مؤشرات الاستقلالية المالية للجماعات الإقليمية في فرنسا. Abstract: This article aims to clarify the impact of re-reviewing the local collection in ensuring the financial independence of the regional groups in Algeria, by extrapolating the experience of the local collection of the regional groups in France and the extent of its consecration of the financial independence of these groups.
