منهجية تكوين وصنع الرأي العام الفعال Methodology For The Formation And Making Of Effective Public Opinion

Résumé: تطرقت هذه الورقة البحثية إلى منهجية تكوين وصناعة الرأي العام الفعال، حيث يتلخص هدفها من تبيان المنهجية الحقيقية في تكوين ومراحل الرأي العام، لأن الرَّأي العّام الراهن هو قاضيا لقضايا من واجبه توجيه أقصى درجات الدقة والتحليل والاعتماد على أساليب خبرته في مواجهة المواقف والمعضلات التي تتطلب رأياً عاماً. كما خلص موضوع هذه الورقة إلى عدة نتائج أهمها: تتميز العلاقة بين تجميع مصالح الرأي العام والتعبير عن مصالح الرأي العام بضعف التفرقة، يشعر الرأي العام بأهمية العمل والرأي الذي يقوم به اتجاه نظامه، وكذلك عدم وجود نظام يحدد ثقافة الرأي العام، تعتمد على معايير موضوعية ممنهجة. This paper deals with public opinion-making and how to form it, as its goal is to clarify the stages of public opinion-making and the real methodology in its formation, because the current public opinion is a judge of issues whose duty is to direct the utmost accuracy, analysis and reliance on the methods of its expertise in facing situations and dilemmas that require public opinion. The topic of this paper also concluded with several conclusions, the most important of which are: The relationship between grouping the interests of public opinion and expressing the interests of public opinion is characterized by weak discrimination, the public opinion feels the importance of the work and the opinion it carries out towards its own system, as well as the absence of a system that defines the culture of public opinion based on objective criteria Characteristic
