دور الشراكة بين القطاعين العام والخاص في تحقيق التنمية المحلية

Résumé: تعد الجماعات المحلية أهم الفاعلين في تحقيق التنمية المحلية، فهي التي تخططها وتشرف عليها وتحدد الآليات التي تسمح بمشاركة المجتمع المحلي في ذلك، وأن تنفيذ هذه الخطط التنموية يتطلب موارد مالية معتبرة، وهو ما يجعل الجماعات المحلية تقف عاجزة خاصة في ظل وجود عجز مالي، يجبرها على البحث عن وسائل تمويل بديلة، وتعتبر الشراكة بين الجماعات المحلية والقطاع الخاص أحد هذه البدائل التي تساهم في تنفيذ خطط التنمية المحلية دون إرهاق كاهل المواطنين بالضرائب أو اللجوء إلى الإستدانة وما ينجر عليها من مشاكل عدة. The local government is the one who organize the local development efforts, and determine the tools that allow to the local community to participate in those efforts. The execution of these development plans needs many financial resources, which usually makes the local governments in a hard situation, especially in the presence of financial difficulties, that's why she needs to face the challenge of finding alternative sources of finance . The public private partnership is one of these alternatives that could contribute in local development plans without raising taxes or taking loans from banks , that’s what makes public private partnership a very effective way to financing local development.
