تحول الأمم المتحدة من التدخل الإنساني إلى مسؤولية الحماية

Résumé: الملخص: بعد إقراره في القمة العالمية لسنة 2005، كان على مبدأ مسؤولية الحماية أن ينتظر لغاية سنة 2006 لكي يرد في أول نص قرار صادر عن مجلس الأمن، وهو القرار رقم 1674 (2006) بشأن حماية المدنيين في النزاعات المسلحة. إلا أن روسيا أعلنت أنه من السابق لأوانه اعتماد مبدأ مسؤولية الحماية في وثائق مجلس الأمن، وأبدت اعتراضا شديدا أدى إلى إضافة فقرة إلى مشروع القرار الأساسي، تُؤكّد على التزام مجلس الأمن احترام الاستقلال السياسي والمساواة في السيادة والسلامة الإقليمية للدول، واحترام سيادة جميع الدول. لكن القرار أعلن بشكل واضح تأكيده على أحكام الفقرتين 138 و139 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005، والمتضمنتين مبدأ مسؤولية الحماية. Abstract : After its endorsement at the 2005 World Summit, the principle of the responsibility of protection had to wait until 2006 to include in the first text of a Security Council resolution, which is Resolution No. 1674 (2006) on the protection of civilians in armed conflicts. However, Russia announced that it was early to adopt the principle of the protection responsibility in the documents of the Security Council. It also expressed strong objection that led to adding a paragraph to the main draft resolution affirming the commitment of the Security Council to respect political independence, equality in the sovereignty and territorial integrity of states, and respect for the sovereignty of all states. But the resolution clearly declared its affirmation of the provisions of paragraphs 138 and 139 of the 2005 World Summit Outcome, which contained the principle of the responsibility of protection.
