إدارة وتثمين النفايات في الجزائر بين الفرص المهدرة والطاقات الكامنة في ضوء التجربة الألمانية

Résumé: يهدف هذا البحث لدراسة واقع قطاع إدارة وتثمين النفايات في الجزائر بالاسترشاد بالتجربة الألمانية باعتبارها من التجارب العالمية الرائدة في هذا المجال، وقد تم تقسيم البحث إلى ثلاث عناصر أساسية تم في العنصر الأول التعرف على الأهمية العلمية والعالمية للقطاعات الفرعية لإدارة وتثمين النفايات بعد حصر المفاهيم وتحديدها، ثم التطرق إلى عرض للتجربة الألمانية من حيث الجانب التشريعي والسياسات المعتمدة في هذا القطاع وواقعه ومكانته، وأخيرا الوقوف على مكانة القطاع في الاقتصاد الجزائري الحالية وتحدياته المستقبيلة. وقد تم التوصل إلى جملة من النتائج والاقتراحات أهمها أن مرتكزات نجاح التجربة الألمانية هي المنظمة التشريعية الواضحة والمتجددة والاليات الاقتصادية الفعالة خاصة مبدأ مسؤولية المنتج الممتدة واشراك القطاع الخاص، وهي نفس العناصر الغائبة في الجزائر رغم القدرات الكبيرة لهذا القطاع إذا ما تم تدارك الوضع وتغيير وتجديد الممارسات والأدوات. الكلمات المفتاحية: تثمين النفايات، إدارة النفايات، الأدوات الاقتصادية، ألمانيا، الجزائر This research aims to study the reality of the waste management and valuation sector in Algeria, guided by the German experience as one of the leading global experiences in this field. The research has been divided into three main elements, In the first component, the scientific and global importance of waste management and valorization sub-sectors was recognizedafter limiting and defining the concepts, then, he touched on a presentation of the German experience in terms of the legislative aspect, the policies adopted in this sector, and its reality and status. Finally, the status of the sector in the current Algerian economy and its future challenges. A number of results and suggestions have been reachedthe most important of which is that the pillars of success of the German experience are the clear and renewed legislative organization, effective economic mechanisms, especially the principle of extended producer responsibility and the involvement of the private sector, it is the same elements that are absent in Algeriadespite the great potential of this sector, if the situation is remedied, and practices and tools are changed and renewed
