ترقية النشر العلمي في الجزائر بين الواقع و المأمول

Résumé: نهدف من خلال هذه الورقة البحثية إلى التعرف على الاستراتيجية المتبعة من طرف وزارة التعليم العالي لترقية النشر العلمي في الجامعة الجزائرية و مراكز البحث العلمي. والكشف عن أهّم التحديات التي تقف في سبيل ترقية هذا النشاط العلمي. وتوصلت هذه الدراسة إلى أن الارتقاء بالنشر العلمي في الجامعات الجزائرية و مراكز البحوث الوطنية له اهمية بالغة في ترقية البحث العلمي فهما وجهان لعملة واحدة، وهذا من خلال إعادة النظر في سياسة النشر الخاصة بالمجلات العلمية المحكمة و البحث في سبل توحيد معايير النشر التي تؤرق الباحثين والتي تختلف من مجلة لأخرى ومن تخصص لآخر. ضرورة المتابعة المستمرة والدائمة من الجهات الوصية على أمور النشر العلمي في الجزائر للوقوف على أهم المشاكل و المعيقات التي تعترض سبل تطوير هذا المجال وترقيته. Abstract: We aim through this research paper to identify the strategy used by the Ministry of Higher Education to promote scientific publishing at the Algerian University and scientific research centers. And revealing the most important challenges that stand in the way of promoting this scientific activity. This study concluded that upgrading scientific publishing in Algerian universities and national research centers is of great importance in promoting scientific research. It varies from magazine to magazine and from one specialty to another. The need for continuous and permanent follow-up by the custodians of scientific publishing matters in Algeria to find out the most important problems and obstacles that stand in the way of developing and promoting this field.
