دور المجتمع المدني في ترسيخ أليات الحكم الراشد بالجزائر

Résumé: ملخص : يهدف هذا البحث إلى معرفة دور المجتمع المدني في إرساء دعائم الحكم الراشد بإعتباره أحد أهم فواعله إلى جانب كل من الدولة والقطاع الخاص، حيث تم التطرق إلى مقاربة نظرية لكل من المجتمع المدني والحكم الراشد وصولا إلى معرفة دور المجتمع المدني ومدى مساهمته في تفعيل وتجسيد المؤشرات الأساسية التي يقوم عليها الحكم الراشد في واقع التجربة الجزائرية من خلال تفعيل مجموعة من الآليات السياسية والقانونية ، والتي يمكن القول عليها أنها ورغم الجهود المبذولة إلا أنها لم تصل بعد إلى المستوى المطلوب و ذلك لأن الآليات و الأسس التي يرتكز عليها الحكم الراشد ليست محققة إلى حد بعيد ، كما أن المستقرئ للواقع الجزائري يجد أن كل المؤشرات تؤكد نحو تغير طفيف نحو إرساء ثقافة مدنية لكن ما تنطوي عليه البيئة الإجتماعية والثقافية لا يسمح بالحديث عن دور فعال للمجتمع المدني فمشاركته في مجال الحكم الراشد مازالت ضعيفة وغالبا محدودة الأثر. الكلمات المفتاحية : المجتمع المدني ؛ الحكم ؛ الحكم الراشد؛ مؤشرات الحكم الراشد ؛ الجزائر. Abstract: This research aims to know the role of civil soviety in establishing the foundations of good governance as one of the most imain actors alongside with both of the state and the private sector, where a theoretical approach to both civil society and good governance was discussed in order to know the role of civil society and the extent of its contribution in activating and embodying the basic indicators on which the good governance is based on inside the reality of the Algerian experience by activating a group of political and legal mechanisms, which can be described to be despite the efforts made,they have not reached the required level, because the mechanisms and foundations on which the government is focused wisely are not an achieved By far, and whoever tackes an insight look at the Algerian reality finds all indication of a slight change towards establishing a civic culture Although; the social and cultural environment does not allow talking about the an active role of civil society and its participation for a better and wiser governance is still weak and often has a limited impact.
