Role Of Institutions In Ict Contribution To Development: Elements Of Response Through A Critical Reading Of Douglass North – Understanding The Process Of Economic Change
Résumé: Abstract: The aim of this article is to understand how Information and Communication Technologies (ICT) can contribute to the development of developing economies. To address this issue, we first propose a critical reading of Douglass North’s “Understanding The Process of Economic Change” in which the author analyses institutional factors that may or may not promote growth and development. Then we try to highlight the contribution of this approach to our issue. We conclude that the quality of institutions plays a crucial role in the appropriation of ICTs for economic growth and development.
