دور وفعالية التنظيم الاحترازي الجزئي في تحقيق الاستقرار المصرفي والمالي في الجزائر

Résumé: ملخـص: من أهم التحديات التي تواجه القطاع المالي العام هو تحقيق الاستقرار والأمان المالي الذي يعني توفر الثقة وعدم حدوث اضطرابات وان تكون هناك قدرة على تحمل الصدمات، مما يعني استقرار على مستوى النظام المالي. ومن أهم القطاعات التي تؤثر على النظام المالي واستقراره ككل وبشكل كبير هو القطاع المصرفي حيث أن الاستقرار في النظام المصرفي يساهم في استقرار النظام المالي، وفي هذا الصدد تطرق الكثير من الباحثين في ميدان الاقتصاد إلى إيجاد أنظمة تساهم في دعم استقرار النظام المصرفي والتي عرفت بالتنظيم الاحترازي الجزئي. وعليه يهدف هذا البحث إلى معرفة إذا ما كانت هناك ضرورة لهذا التنظيم لتحقيق الاستقرار المصرفي والمالي ومن المسؤول عن هذا التنظيم، والتعرف على ماهية آلياته، بالإضافة إلى التعرف على أهدافها وكيف يمكن أن تحققها والتعرف كذلك على مدى كفايتها في الحفاظ على سلامة النظام وتحقيق استقراره. الكلمات المفتاحية:الاستقرار المصرفي، التغيرات العالمية، التنظيم الاحترازي Obstract One of the most important challenges facing the public financial sector is achieving stability and financial security, which means that there is confidence, no disturbances, and that there is a capacity to withstand shocks ,Which means stability at the level of the financial system. One of the most important sectors that affect the financial system and its stability as a whole is the banking sector as stability in the banking system contributes to the stability of the financial system , In this regard, many researchers in the field of economy have addressed the creation of systems that contribute to support the stability of the banking system, which is known as partial precautionary regulation. Hence , this research aims at finding out whether there is a need for this organization to achieve banking and financial stability and who is responsible for this organization and to know what it is, As well as to identify its objectives, how to achieve them, and how well they are able to maintain the integrity and stability of the system.
