المقاربة الجزائرية في دعم البنية المؤسساتية للإتحاد الإفريقي بين البعد الأمني والتنموي
Résumé: تهدف هذه الورقة البحثية إلى تحليل المقاربة الجزائرية في دعم البنية المؤسساتية للإتحاد الإفريقي، على ضوء رصد الدور الجزائري في إرساء أجهزة منظمة الإتحاد الإفريقي، ومن ثم تحليل البعدين الأمني والتنموي لتفعيل منظمة الإتحاد الإفريقي وفق المقاربة الجزائرية. تعالج هذه الورقة البحثية الإشكالية المحورية المتعلقة بمدى فعالية المقاربة الجزائرية في دعم البنية المؤسساتية للإتحاد الإفريقي في تعزيز الأمن على المستوى الوطني والقاري من جهة ، وتفعيل المبادرات التنموية الإقليمية من جهة أخرى. توصلت هذه الدراسة إلى نتيجة مفادها أن تنامي التهديدات الأمنية الجديدة في القارة الإفريقية، جعل الجزائر تعتمد على الآليات الدبلوماسية لتحقيق الأمن من خلال دعم منظمة الإتحاد الإفريقي عبر تفعيل دور مجلس الأمن والسلم الإفريقي على المستوى الأمني، وتعزيز وتفعيل مبادرة الشراكة الجديدة لتنمية إفريقيا النيباد على المستوى التنموي.غير أن هذه الآليات تحتاج تفعيل أكثر من أجل الحصول على مكاسب أكثر على المستوى العملي تنعكس على الوضع الأمني والتنموي على المستويين الوطني والإقليمي. This paper aims to analyze the Algerian approach to support the African Union institutional structure. By monitoring the Algerian role in the establishing of African Union organs, then analyze the security and development dimensions of the African union activating according to the Algerian approach. This paper addresses the central problem of the effectiveness of the algerian approach inAfrican union instutional structure support in enhancing security at the national and continental levels in a way , and supporting regional development initiatives in the other way. This study concluded that the growing of the new security threats on the African continent have made Algeria rely on diplomatic mechanisms to achieve security through the supporting the African Union by activating the role of the african security and peace council on the security level, and strengthening and supporting the new partnership for Africa's development(NEPAD) at the developmental level. However, these mechanisms need more activation for more practical gains, which will reflect the security and development situation at the national and regional levels.
