أثر سياسات التجارة الخارجية على ميزان المدفوعات دراسة حالة الجزائر خلال الفترة 1990 - 2020

Résumé: تهدف هذه الدراسة إلى معرفة أثر السياسات التي طبقتها الجزائر في مجال التجارة الخارجية باعتبارها من أهمّ القطاعات في الاقتصاد الجزائري على ميزان المدفوعات باعتباره المرآة العاكسة لحالة الاقتصاد الجزائري خلال الفترة 1990 – 2020 . تطرقت الدّراسة إلى المفاهيم العامَّة حول سياسات التّجارة الخارجية وميزان المدفوعات،كما أُتبعت عرض وتحليل بعض الاحصائيات الخاصة بالميزان التجاري و ميزان المدفوعات و عرض أهم التدابير و الاجراءات التي طبقتها الجزائر؛ قصد تنظيم مجال التجارة الخارجية، حيث لوحظ تأثير هذه السياسات على ميزان المدفوعات الجزائري كنتيجة حتمية لتأثيرها المباشر على الميزان التجاري، وفي الأخير توصلت الدّراسة إلى ضرورة إرفاق هذه التدابيرو الإجراءات المتّخذة بأخرى تهدف إلى تخليص الاقتصاد الوطني من التبعية لقطاع المحروقات، و دعم الانتاج الوطني و المؤسسات الوطنية كآلية لرفع حجم الصّادرات خارج المحروقات. Abstract: This study aims to know the impact of the commercial policies applied by Algeria in the field of foreign trade, as it is one of the most important sectors in the Algerian economy, on the balance of payments, as it is the mirror reflecting the state of the Algerian economy during the period 1990-2020. We have tried to address the general concepts about foreign trade policies and the balance of payments, presenting and analyzing some statistics related to the trade balance and the balance of payments, and presenting the most important measures and procedures applied by Algeria in order to regulate the field of foreign trade. Trade balance. In the end, we came to the necessity of attaching these measures and measures taken with others aimed at ridding the national economy of dependence on the hydrocarbon sector and supporting national production and national institutions as a mechanism to raise the volume of exports outside of hydrocarbons.
