معوقات تطبيق الحكومة الإلكترونية في الإدارة المحلية: من وجهة نظر موظفي عينة مختارة من بلديات المدية

Résumé: هدفت هذه الدراسة إلى التعرف على مدى وجود معوقات تعيق تطبيق الحكومة الإلكترونية على مستوى الإدارة المحلية، ولتحقيق هدف الدراسة تم استخدام المنهج الوصفي التحليلي، وذلك من خلال إجراء دراسة استطلاعية على عينة حجمها (92) موظف إداري، موزعين على 7 بلديات تم اختيارهم بطريقة مقصودة. وللحصول على البيانات اللازمة للدراسة تم الاعتماد على الاستبيان كأداة رئيسية لجمع البيانات وقد تم تحليل نتائجه بالاعتماد على برنامج spss. وقد توصلت الدراسة إلى وجود معوقات تعيق تطبيق الحكومة الإلكترونية في البلديات محل الدراسة، مع تقديم بعض التوصيات التي تخدم الدراسة. This study aimed to identify the extent Existence of obstacles of the application of e-government at the local administration level, and to achieve the goal of the study, the descriptive analytical method was used through a sample survey of 92 administrative employees, Distributed in 7 municipalities, selected in a calculated manner. To obtain the data needed for the study, the questionnaire was used as the main tool for data collection and its results were analyzed on the basis of SPSS. The study found obstacles to implementing the e-government in the municipalities under study, along with some recommendations to serve the study.
