واقع وآفاق اصدار عملات رقمية من قبل البنوك المركزية

Résumé: الملخص هناك العديد من التطورات التي تعرفها وسائل الدفع ويأتي في مقدمتها ظهور أنواع جديدة من العملات تحت مظلة العملات الرقمية، ومنها العملات الرقمية الصادرة عن البنوك المركزية، ويهدف هذا البحث الى تسليط الضوء على هذا النوع من العملات الرقمية من خلال معرفة ماهيتها، وأشكال تصميمها، والمخططات المحتملة للتنفيذ، وتأثير ذلك – بالسلب أو الايجاب – على البنوك والاستقرار المالي، وعلى الاقتصاد ككل. وتوصل البحث الى أن ظهور العملات الرقمية الحكومية هي تطور طبيعي للنقود القانونية حتى تواكب الاقتصاد الرقمي الحديث، ولكن هذا التحول سوف يجلب معه العديد من المزايا والتحديات. ABSTRACT There are many developments of the payment methods, foremost of which is the emergence of new types of currencies of the digital currencies, including Central Bank Digital Currencies CBDCS, and from this research aims to elucidate on this type of digital currency by knowing what it is, forms of design, and possible implementation schemes, The impact of this - negatively or positively - on banks and financial stability, and on the economy as a whole. The research concluded that the emergence of government digital currencies is a natural development for legal money to keep pace with the modern digital economy, but this transformation will bring with it many advantages and challenges.
