مشكلة انعدام الأمن في الجزائر الـمُستَعمَرَة أواخر القرن 19 وسبل القضاء عليها في ضوء تقرير اللجنة المشتركة بين الإدارات للأمن لسنة 1893

Résumé: أجمعت تقارير الإدارة الاستعمارية الفرنسية على تدهور الوضعية الأمنية للجزائر في أواخر القرن 19. وقد تجلت هذه الوضعية في كثرة الاعتداءات على الأشخاص والممتلكات، وظهور جماعات أهلية مسلحة تواتر ذكرها في الأدبيات التاريخية بمسمى" لصوص الشرف/Bandits d’honneurs" تحدت النظام الاستعماري وأربكت مؤسساته الأمنية. وفي هذا السياق يندرج موضوع هذا البحث الذي يعالج إشكالية جوهرية تتعلق بكيفية تعاطي السلطات الاستعمارية مع هذه المشكلة الأمنية استنادا إلى تقرير أعدته اللجنة المشتركة بين الإدارات للأمن سنة 1893. وقد أفضت القراءة الفاحصة لما ورد في هذا التقرير إلى نتيجة مفادها أنّه رغم الاعتراف غير المباشر للجنة بمسؤولية النظام الاستعماري في التدهور الأمني في الجزائر إلا أنها لم تقر بأنّ هذه المشكلة ما هي في حقيقة الأمر إلا ردة فعل طبيعية قام بها الجزائريون المسلمون ضد نظام استعماري جائر وأنها شكل آخر من أشكال مقاومته، ولم تقترح حلولا جذرية للمشكلة يراعى فيها مراجعة طبيعة العلاقة بين الـمـُستعمِر والـمُستَعمَر وإنما اقترحت حلولا تقوم في جوهرها على فلسفة الإخضاع بكل الوسائل دون أدنى مراعاة لتداعيات ذلك على واقع الجزائريين المسلمين. Abstract: The reports of the French colonial administration unanimously agree on the deterioration of the security situation in Algeria at the end of the 19th century. This situation was manifested by the large number of attacks against people and property, and the emergence of "armed indigenous groups" which have been frequently referred to in historical literature under the name of "bandits of honor", who challenged the colonial regime and confused its institutions. the fundamental problematic of this research linked to the way in which the colonial authorities deal with this security problem according to the report of the interdepartmental commission for security 1893. although the commission indirectly recognized the implication of the colonial regime in the insecurity in Algeria, but she did not indicate that this problem is in fact only a natural reaction of Algerian Muslims against an unjust colonial regime and that it is another form of resistance to it, and it did not offer radical solutions to the problem, taking into account the revised nature of the relationship between the colonizer and the colonialists. On the contrary, it proposed solutions based essentially on the philosophy of subjugation by all available means without the slightest consideration of its repercussions on the reality of Algerian Muslims.
