التحديث السياسي للنظام السلطوي في الجزائر وتحد الربيع العربي والحراك الشعبي

Résumé: الملخص:تهدف هذه الدراسة إلى البحث عن مدى تكيف النظام السياسي الجزائري مع التحولات الديمقراطية منذ أن شرع بالتحديث السياسي تأسيا بالنماذج الغربية الديمقراطية نتيجة للمطالب الداخلية التي حملها المجتمع جراء الانهيار الاقتصادي واحتكار الحقل السياسي من قبل أقلية، إضافة إلى الإكراه الخارجي من قبل المعسكر الغربي ومؤسساته المالية، وبالتالي كان على النظام السياسي الجزائري تجاوز السلطوية، بدأ بالدستور سنة 1989 الذي أخرج التناقضات التي تحولت من صراع السياسي إلى حرب أهلية. اكتفت الدولة بالجانب المؤسساتي وتكييف العملية السياسية بالطابع السلطوي حتى بداية الربيع العربي سنة 2011؛ أعلن النظام السياسي الجزائري حزمة من الإصلاحات السياسية وهي خطوة لم تعكس مستوى نظام سياسي حديث قادر على إدارة أزماته والاستجابة للمطالب الشعبية عبر مؤسساته السياسية. Algeria started on political modernization based on Western democratic models as a result of the internal demands carried by society as a result of the economic collapse and the monopoly of the political field by a minority, in addition to external constraints by the Western camp and its financial institutions, and therefore the Algerian political system had to overcome authoritarianism, starting with the constitution in 1989, which brought out the contradictions that turned from a political conflict into a civil war. Until the beginning of the Arab Spring in 2011, the Algerian political system adduced a pack of political reforms, a step that didn’t reflect the level of political eligibilty to managing his crises and responding to popular demands through its political institutions.
