الطاقات الناضبة وعلاقتها بالتنمية المستدامة ( دراسة حالة الجزائر2013-2008)

Résumé: إن الطاقة الناضبة تمثل مصدر اقتصادي واستراتيجي في الاقتصاد الجزائري، وانقطاعها يمكن أن يتسبب في خسائر فادحة هذا من جهة، ومن جهة أخرى فإن خزان هذه الطاقة ومستودعها الشامل إنما هو البيئة التي تتأثر تأثرا بالغا جراء الإفراط في استعمال هذه الطاقة سواء كان ذلك بالاحتباس الحراري وغيرها من الآثار التي تهدد البيئة، لذا كان لزاما على الجزائر أن تخطط لتنفيذ إستراتيجية محورها الأساسي هو ترشيد استهلاك هذه الطاقة لإطالة عمرها من جهة والحفاظ على البيئة من جهة ثانية، ولا يكون هذا إلا بالتوجه نحو تطبيق مفهوم التنمية المستدامة لتحقيق نظام طاقوي مستدام، وهذا ما هدفت إليه دراستنا. ولقد كانت إشكالية هذا البحث تدور حول:إلى أي مدى هناك علاقة بين الطاقات الناضبة و التنمية المستدامة ؟ حيث تمثلت الدراسة التطبيقية للطاقات الناضبة وعلاقتها بالتنمية المستدامة في بعض المؤسسات العاملة في ميدان الطاقة. وقد توصلت الدراسة إلى أن هناك علاقة بين اتجاهات المختصين نحو جدوى التنمية المستدامة باتجاهاتهم نحو اعتماد الاقتصاد على الطاقات الناضبة، وأن اتجاهاتهم نحو كل متغير كانت ايجابية. The depleted energy in Algeria is considered one of the main important strategic resources for the economic, and its interruption or its loss can cause a great and terrible damage to the entire country, because a huge percentage of the country's development is depending on it, and in other hand it has a big negative influence on the global warming and the catastrophic impact to our planet which threat the environment and our future on it as a human being. This dangerous consequences should enforce the Algerian government to change its strategy on depending so much on this kind of resource of energy and rationalize the consumption of it to prolong the benefiting period for the next generations, and to minimize the catastrophic impact on the environment, and to achieve that our government should look forward to the sustainable development to achieve endless resource for its economic, and this is the main objective of this study which aims to contribute with other studies to have a clear a plan for a bright strong economic. And the main research question of this study is: to what extend there is a relationship between the depleted energy and the sustainable development in Algeria (according to those who are experts in energy field) ? And the sample of this study were the university students and the experts who work in the domain of energy, and quota sampling was implied in this study. And the results show that there is a relationship between the specialists' trend in the energy field towards feasibility of sustainable development and their trend on the depending on depleted old resource of energy .
