الرقابة المصرفية وسبل تطويرها وتعزيزها في ظل انتشار الأزمات المالية -حالة الجزائر

Résumé: لخص: يهدف هذا البحث الى إبراز أهمية الرقابة المصرفية وهذا في ظل الإتجاه المتزايد نحو تطبيق العولمة المالية والتحرير المالي وما يرتبط 3ما من تكامل للأسواق وحرية تحرك رؤوس الأموال، هذا ما جعل قضية الإستقرار المالي تقف على رأس قائمة اهتمامات الدول، واعتمدنا على المنهج الاستنباطي بأداتيه الوصف والتحليل وهذا لابراز مختلف العناصر التي شملها البحث ، و قد توصلنا من خلال دراستنا الى أن الرقابة المصرفية أصبحت تحتل أهمية كبيرة فالتجارب المتعلقة بتطبيق سياسة التحرير المالي والمصرفي تؤكد ضرورة اقتران هذه السياسة برقابة فعالة على الجهاز المصرفي تجنبا لأية ممارسات غير سليمة، ذلك أن الدول التي تعرضت للنتائج السلبية للتحرير المالي في ظل تزايد المخاطر وتشعبها كان ينقصها الإشراف المصرفي الفعال. Abstract : This paper aims at highlighting the importance of banking supervision in light of the increasing trend towards the application of financial globalization and financial liberalization. The paper examines the relationship between the recommendations of Basel Committee on banking Supervision and banking-sector development, efficiency, and fragility, Moreover, we investigate the effects of Basel Capital Accord on financial stability. In our study, we found that banking supervision has become very important. Experiences related to the implementation of the policy of financial and banking liberalization confirm that this policy should be accompanied by effective supervision of the banking system in order to avoid any improper practices.
