السياسة اللغوية في المغرب العربي بين واقع التعددية واللاتخطيط اللغوي Language Policy In The Maghreb Between The Reality Of Pluralism And The Absence Of Language Planning

Résumé: تُشكّل اللغة المحور الأساس في الحياة الاجتماعية، باعتبارها رمزا من الرموز القيّمة التي تسهم بقوة في تثبيت الهوية العرقية وتكوين ثقافة الشعوب والأمم، ونظرا للمكانة الهامة التي تحتلها اللغة في كافة مجالات الحياة الإنسانية، أولت الدوّل عناية خاصة لها تمحورت حول السياسة والتخطيط اللغويين، اللذين يهدفان إلى تنظيم أدوار اللغات واللهجات الوطنية قصد المحافظة على الهوية الوطنية وتجنب الصراع اللغوي الذي يهدّد السِّلم الاجتماعي والسياسي وكذا التنمية الاقتصادية والبشرية، وهو الأمر الذي سنسلط عليه الضوء في هذا المقال من خلال التركيز على مفهوم السياسة اللغوية والتخطيط اللغوي في مجال علم اللغة الاجتماعي، والكيفية تُسيِّر بها السلطة نشاطات السياسة اللغوية في المجتمع، وكذا الفرق بين السياسة اللغوية والتخطيط اللغوي ونوع العلاقة القائمة بينهما، ثم الإجابة عن التساؤل لآتي: ما هي الاستراتيجيات المتّبعة في ظل التعدد اللغوي من أجل تحقيق أهداف السياسة اللغوية في بلدان المغرب العربي؟ وكيف ينبغي التعامل مع اللغة الرسمية في خضم التعدد واللا تخطيط اللغويين؟ Abstract : Language constitutes the basic axis in social life, as it is one of the valuable symbols that contribute strongly to the stabilization of ethnic identity and the formation of peoples and nations culture. In view of the important place that language occupies in all human life field, countries have paid special attention to it, focusing on linguistic policy and planning, which aim to regulate the roles of national languages and dialects in order to preserve national identity and avoid linguistic conflict that threatens social and political peace as well as economic and human development. Therefore, I will highlight, in this article, on the concept of linguistic policy and planning in sociolinguistics, and how the authority conducts linguistic policy activities in society, as well as the difference between linguistic policy and planning with the type or relationship between them, then answering the following questions: what are the strategies followed in light of multilingualism in order to achieve the linguistic policy objectives in the Maghreb countries? And how should the official language be dealt with in light of multilingualism and no linguistic planning?
