Résumé: تعتبر الجزائر دولة نامية تسعى للانفتاح وإعطاء حركة لرؤوس الأموال طابعا أكثر حرية مع تقييم الدينار الجزائري بقيمته التوازنية في ظل نظام صرف يفي بمتطلبات حماية الاقتصاد الوطني وتحقيق الأهداف الموضوعة، وذلك من خلال تشكيل توليفة مثلى حول إمكانية تحرير تدفقات رؤوس الأموال الأجنبية في ظل اختيار أمثل لنظام الصرف تتحدد على ضوئه قيمة العملة الوطنية. الكلمات المفتاحية: نظام الصرف الأمثل، تحرير تدفقات رؤوس الأموال، معضلة " تثبيت-تعويم" Abstract: Algeria as a developing country is seeking to open up and give more freedom to Capital movement, and assessing the equilibrium of Algerian dinar under an Exchange rate regime meets the requirements of the protection of the national economy and achieve the goals set, and this is through an optimal combined formula with possibility to liberalize the flow of foreign capital in order to select an optimal Exchange rate system to determine the national currency rate.
