الضمانات السياسية لحماية الحريات الشخصية

Résumé: يعد موضوع الحريات الشخصية من أهم موضوعات التي تشغل بال الباحثين القانونيين بصفة عامة، وباحثي القانون الدسنوري بصفة خاصة. وحتي يتمتع الافراد بالحريات الشخصية وبممارستها، لابد من وجود عدة ضمانات لحماية ممارسة الحريات الشخصية؛ هذه الضمانات نطلق عليها مصطلح الضمانات السياسية لحماية الحريات الشخصية؛ وتتمثل في الرأي العام، ووسائل الإعلام، والأحزاب السياسية، ومنظمات المجتمع المدني. فالرأي العام وان كان من الاصطلاحات الحديثة نسبياً، إلا أن له دوراً بارزاً فى ضمان حقوق الانسان وحرياته. أما باقي الضمانات فنطلق عليها اصطلاح جامع لها؛ ألا وهو المؤسسات غير الرسمية، وتتمثل في وسائل الإعلام والاحزاب السياسية ومنظمات المجتمع المدني. وكلا منهم له دور مؤثر فى حماية الحريات الشخصية. وتم فى نهاية البحث عرض لأهم النتائج التى خلص منها البحث وكذلك لأهم التوصيات. Abstract: The subject of personal freedoms is one of the most important topics of concern to legal researchers in general, and constitutional law researchers in particular. In order for individuals to enjoy and exercise personal freedoms, there must be several safeguards to protect the exercise of personal freedoms; We call these guarantees political guarantees to protect personal liberties; It is represented in public opinion, the media, political parties, and civil society organizations. Public opinion, although a relatively recent terminology, has a prominent role in ensuring human rights and freedoms. As for the rest of the guarantees, we call them an umbrella term. That is, the informal institutions, which are represented in the media, political parties and civil society organizations. And each of them has an influential role in protecting personal freedoms. At the end of the research, the most important results that the research concluded, as well as the most important recommendations were presented.
