تقييم واقع إستخدام الموازنات التقديرية كأداة لإتخاذ القرار في المؤسسة الخدماتية دراسة حالة المؤسسة الوطنية للتنقيب للفترة الممتدة 2013-2014

Résumé: تهدف هذه الدراسة إلى إبراز دور الموازنة التقديرية كأداة في اتخاذ القرارات ومدى إعتماد الشركة الوطنية للتنقيب ENAFORعلى الموازنة التقديرية في تحليل الانحرافات وكأداة تسيير فعالة لتقييم واقع أداء المؤسسة وتحسين أدائها، وقد كانت الدراسة تشمل نشاط المؤسسة الوطنية للتنقيب لسنة 2013-2014، وتم الاستعانة بمنهج دراسة حالة للوصول إلى هدف الدراسة. وتوصلت الدراسة إلى أن المؤسسة الوطنية للتنقيب تعتمد على الموازنة التقديرية بشكل رئيسي في اتخاذ جميع قراراتها وعلى مستوى جميع الأنشطة مما يساعدها على بلوغ أهدافها الرئيسية والفرعية من خلال قيام رئيس مصلحة مراقبة التسيير بدراسة الاختلالات وتفسيرها وتحليلها والبحث على مسبباتها ثم اتخاذ الاجراءات التصحيحية المتمثلة في مجمل القرارات في المؤسسة. This study aims to show the role of the estimated budget as a tool making ,and also in how the national drilling company ENAFOR relies on the estimated budget in diviations analysis and as an effective management tool to evaluate the fact of the company performance and to improve it , the study included the activity of the national drilling company ENAFOR and used the case study methodology to get to the objective of the study The study concluded that the national drilling company depends on the estimated budget mainly in toking all of its decisions and at the level of all activities wich help her to reach all its main and sub goels though studing ; explaining and analysing the imbalance by the mangement contrôle director and look for their causes then take corective measures wich is all decisions in the company.
