تقييم سياسات مكافحة الفقرمن خلال مخصصات الميزانية دراسة حالة الجزائر

Résumé: ملخص: تستعرض هذه الورقة البحثية أهم السياسات المتبعة في الجزائر لمكافحة الفقر من خلال البرامج الإنمائية والإستراتيجيات المتبعة من قبل الدولة للعمل على الحد من ظاهرة الفقر والمساهمة في عملية النمو ومحاولة خلق الثروة، خاصة عند رفع مستويات الدخل لأصحاب الدخل المحدودة، وبالتالي رفع نسبة الإستهلاك وخلق دورة إقتصادية أوسع، وفي العصر الحالي لم تعد معضلة الفقر مرتبطة بتأمين الحدود الدنيا لضروريات الغذاء والملبس والمسكن فقط وإنما تعدى ذلك ليشمل جوانب أخرى أصبحت من المعايير الأساسية لتحديد الفقراء، لتمتد المتطلبات إلى الجوانب التعليمية والتربوية، التغطية الصحية والخدمات الإجتماعية الأساسية. كما توصلت نتائج الدراسة إلى أن مهمة التحرر والخروج من خطر الفقر ليست بالمستحلية في حال وضعت الموارد والجهود المتاحة في إطارها الصحيح مع تسطير السياسات الممنهجة والعمل على إنجاحها، حينها يمكن القول أن القضاء على الفقر ليس شعارا فقط يرفع في برامج التنمية الوطنية. كلمات مفتاحية: الفقر؛ برامج تنموية؛ مخصصات ميزانياتية ؛ تحويلات إجتماعية ؛ بطالة. تصنيفات JEL : J38؛ H72؛ I38 Abstract: This research paper examines the most important policies implemented in Algeria to combat poverty through development programmes and strategies implemented by the state in order to reduce the phenomenon of poverty, contribute to the growth process, and attempt to create wealth, particularly when raising income levels for low-income people, thereby increasing consumption and creating an economic cycle. More broadly, and in the modern era, the problem of poverty is no longer limited to securing the bare necessities of food, clothing, and shelter. but has expanded to include other aspects that have become basic criteria for identifying the poor, such as educational requirements, health coverage, and basic social services. The study's findings revealed that the challenge of emancipation and escaping the clutches of poverty is not insurmountable if available resources and efforts are channeled into the correct framework with the implementation of systematic policies and work to ensure their success. At the moment, it can be stated that poverty eradication is more than just a slogan used in national development projects.
