صندوق التضامن والضمان للجماعات المحلية (csgcl) ومساهمته في دعم المشاريع الاستثمارية للبلديات

Résumé: تهدف هذه الدراسة لتسليط الضوء على آليات صندوق التضامن والضمان للجماعات المحلية (CSGCL)،بوصفه المؤسسة العمومية ذات الطابع التمويلي المحلي ،بمنظور التضامن الإقليمي بين البلديات والحكومة في التخفيف والحد من العجز المالي، الناجم عن عدم التوازن في ميزانية البلديات خصوصاً، ولكونه مؤسسة ضمان للموارد الجبائية يمكنه توفير للبلديات الضمانات والآليات اللازمة لمساعدة كل الأطراف ذات العلاقة بالتنمية المحلية، بإعمال القواعد القانونية المؤسسية للحماية والمحافظة على المال العمومي، وتمكين البلديات وفق منظور الإستثمار التشاركي مع القطاع الخاص للقيام بالإستثمارات وتنميتها بدوره كوسيط وضامن للجماعات المحلية لتحقيق التنمية المحلية. The aim of this study is to highlight the mechanisms of the Solidarity and Guarantee Fund for Local Communities (CSGCL), as the public institution with a local funding character, in terms of regional solidarity between the municipalities and the government in alleviating and reducing the fiscal deficit, Taxation can provide the municipalities with the necessary guarantees and mechanisms to assist all parties concerned with local development, by implementing the institutional legal rules for protection and preservation of public funds, and empowering municipalities according to the perspective of private investment with the private sector. Investment and development in turn as a mediator and guarantor of local communities to achieve local development.
