Résumé: تتناول هذه الدراسة دور الرقمنة في التنمية الإدارية، مع التركيز على الآليات الرئيسية التي تُشكل الحكومة الذكية وتُعزز جودة الخدمات العامة في مؤسسات الدولة. وتُمثل دولة الإمارات العربية المتحدة دراسة حالة، تُسلط الضوء على تجربتها في التحول الذكي واعتماد خدمات الهاتف المحمول، مما يُوضح أهداف الدراسة. وتُقدم الدراسة نهجًا نظريًا مفاهيميًا، يتناول مفاهيم أساسية مثل الرقمنة والحكومة الذكية والتنمية الإدارية. وتُحدد الدراسة الدوافع والمتطلبات والاستراتيجيات الرئيسية اللازمة لتحقيق التحول الرقمي في الإدارة العامة. كما تُوضح كيف تُحسّن الرقمنة الخدمات الإدارية من خلال تبسيط الإجراءات وتسريعها، وتخفيف الأعباء والقيود على المواطنين، ومكافحة مختلف أشكال الفساد الإداري.تتجلى العلاقة بين الرقمنة والإدارة وجودة الخدمات العامة من خلال نجاح دولة الإمارات العربية المتحدة في تطبيق مبادرات الحكومة الذكية. وقد أصبحت دولة الإمارات العربية المتحدة رائدة عالميًا في هذا المجال، كما يتضح من المؤشرات الدولية. ويُعزى هذا النجاح إلى البنية التحتية التكنولوجية للدولة، وتوافر الإنترنت عالي السرعة، والنهج الشامل للحوكمة الذكية. وتُقدم الحكومة الذكية كامتداد للحكومة الإلكترونية، وتمثل عملية مستمرة نضجت على عدة مراحل من التقليدية إلى الرقمية، وأخيرًا إلى الحوكمة الذكية. وبين عامي 2010 و2020، تحسن مؤشر خدمات الحكومة الذكية في دولة الإمارات العربية المتحدة بشكل ملحوظ، مما يعكس التزام القيادة السياسية بتقديم خدمات عالية الجودة وتعزيز اقتصاد قائم على المعرفة من خلال استراتيجيات التكنولوجيا الذكية.تُبرز مبادرات دولة الإمارات العربية المتحدة، مثل الهاكاثون، الجهود الحثيثة التي تبذلها الدولة في بناء البنية التحتية والموارد البشرية والإطار التشريعي اللازم لتهيئة بيئة مُشجعة للاستثمار والأعمال. وقد كان لتبني الدولة للذكاء الاصطناعي في مجال الاتصالات وتكنولوجيا المعلومات آثارٌ واسعة النطاق على التنمية الاقتصادية والاجتماعية والإدارية. وتُدعم هذه التطورات باستثمارات مالية ضخمة وتقييمات سنوية للتقدم، مثل تلك التي تُجريها هيئة تنظيم الاتصالات. وتضمن رؤية الشيخ محمد بن راشد آل مكتوم التطوير والتنفيذ المُستمر لمبادرات الحكومة الذكية، مما يجعل دولة الإمارات نموذجًا عالميًا في الحوكمة الذكية.This study explores the role of digitization in administrative development, focusing on the key mechanisms that shape smart government and enhance the quality of public services within state institutions. The United Arab Emirates (UAE) serves as a case study, highlighting its experience in smart transformation and the adoption of mobile services, which clarify the study's objectives . A theoretical-conceptual approach is presented, examining core concepts such as digitization, smart government, and administrative development. The study outlines the main motivations, requirements, and strategies necessary to achieve digital transformation in public administration. It also demonstrates how digitization improves administrative services by simplifying and accelerating procedures, reducing burdens and restrictions on citizens, and combating various forms of administrative corruption. The relationship between digitization, administration, and public service quality is illustrated through the UAE's successful implementation of smart government initiatives. The UAE has become a global leader in this field, as evidenced by international indicators. This success is attributed to the country's technological infrastructure, high-speed internet availability, and comprehensive approach to smart governance . Smart government is presented as an extension of e-government, representing a continuous process that has matured over several stages from traditional to digital, and finally to smart governance. Between 2010 and 2020, the UAE's smart government services index improved significantly, reflecting the political leadership's commitment to delivering high-quality services and promoting a knowledge-based economy through smart technology strategies.The UAE's initiatives, such as the Hackathon, underscore the nation's serious efforts in building the infrastructure, human resources, and legislative framework necessary for creating an environment conducive to investment and business. The country’s embrace of artificial intelligence in communication and information technology has had broad impacts on economic, social, and administrative development. These advancements are supported by substantial financial investments and annual progress evaluations, such as those conducted by the Telecommunications Regulatory Authority (TRA). Sheikh Mohammed bin Rashid Al Maktoum’s vision ensures the continuous development and implementation of smart government initiatives, positioning the UAE as a global model for smart governance.
