Résumé: The global problem of sustainability of fossil fuels is the basis for the development of energy efficiency policies at the international level. Since Algeria is one of the countries that produces and exports fossil fuels, it launched in 1990 a national program that seeks the mastery of energy and that affected several sectors, among others the residential sector, considered today as the most energy-hungry sector. This sector with the aid of APRUE launched a housing program of 600 high energy performance (HPE) apartments. The objective of this program aims, firstly, to reduce energy consumption, and secondly, to ensure thermal comfort of 40% for these dwellings to meet local requirements. Our research aims, through a comparative study of the global cost of two case studies (where social housing HPE and ordinary social housing), to measure the profitability of energy-efficient housing. The evaluation of this action of energy mastery in the residential sector targets different levels: economic, energy, thermal comfort, quality of life and human well-being. It should be noted that, till now, no research has yet been conducted in Algeria to explore the notion of the global cost of housing locally. The developed methodological approach is based primarily on a theoretical approach which helped to better understand the concepts of efficiency and energy performance, profitability, and the concept of the global cost of construction. It is followed in the second place, by a diagnosis and an inventory together with a comparative study of the overall project cost. The result of research has demonstrated that energy-efficient housing is a profitable and successful energy mastery operation on different planes. This research supports the assumptions and confirm the "HPE more profitable in the long term", on which is based the calls of some intellectuals to the Algerian authorities so that they adopt a better policy of energy efficiency in the residential sector.
