Résumé: إن هدف هذا المقال هو دراسة الجهود المتخذة من طرف دولة الجزائر من أجل إصلاح المرفق العام في إطار تحسين أداء الخدمة العمومية المحلية، وذلك من خلال إدراج استراتيجية جديدة تقوم على أساس مشاركة القطاع الخاص. لكن بالرغم من ذلك فإن طريقة التسيير هذه ليست دائما فعالة وبالخصوص أثناء جائحة كوفيد 19، واقترحنا في النتيجة مجموعة من الحلول لترقية التسيير العموميلتحقيق المصلحة العامة . The aim of this article is to examine the efforts made by the Algerian state to reform the public service under an improvement ofperformance of local public service through an integration of a new strategy based on the private sector participation, despite the fact that management model is not always efficient especially during the covid-19 pandemic , we propose in the conclusion a solutions to promote a public management for public utility.
