الإدارة الإلكترونية كألية لتحسين الخدمة العمومية دراسة حالة بلدية المسيلة 2012/2017

Résumé: تعتبر الإدارة الالكترونية أحد أهم الاستراتيجيات المتبعة قصد تحسين الخدمة العمومية وتقريب المواطن من الإدارة، وقد تناولت دراستنا هاته الإدارة الالكترونية كآلية لتحسين الخدمة العمومية -دراسة حالة بلدية المسيلة- والتي نهدف من خلالها إلى ازالة الغموض حول مفهوم الإدارة الالكترونية ودورها في تحسين الخدمة العمومية، وبناء على هذا قمنا بطرح الإشكال التالي: كيف تساهم الإدارة الالكترونية في تحسين الخدمة العمومية في بلدية المسيلة؟ وقداستعنا بمنهج دراسة الحالة باعتباره المنهج الملائم واعتمدنا على استمارة الاستبيان التي تم توزيعها على مجتمع الدراسة المتمثل في 30 موظف وبعد تحليلنا للنتائج خلصنا إلى: 1- أن من أسباب التحول من الإدارة التقليدية إلى الإدارة الالكترونية هو مواكبة التطورات التكنلوجية وتحديث الإدارة. 2- من متطلبات تطبيق الإدارة الالكترونية هو توفير كوادر بشرية متخصصة . 3- غياب الدورات التدريبية هو أهم عائق يواجه تطبيق الإدارة الالكترونية. الكلمات المفتاحية: الإدارة، الإدارة الالكترونية، الخدمة، الخدمة العمومية. Summary: The electronic administration is one of the most important strategies used to improve the public service and bring the citizen closer to the administration. Our study dealt with this electronic administration as a mechanism to improve the public service. In this regard, we have raised the following problem: How does electronic management contribute to improving the public service in the municipality of M’sila? We used the case study methodology as the appropriate method and relied on the questionnaire distributed to the study community of 30 employees. After analyzing the results, we concluded: 1. One of the reasons for the shift from traditional management to electronic management is to keep abreast of technological developments and modernize management. 2 - The requirements of the application of electronic management is to provide specialized human cadres. 3. The absence of training courses is the most important obstacle to the application of electronic management. Keywords: administration, electronic administration, service, public service.
