مدى تأثير الوسائط الإلكترونية على تبادل المعلومات في مجال الصفقات العمومية

Résumé: مـلخـص: خضعت الصفقات العمومية على مستوى جميع مراحلها و لوقت طويل للدعامة الورقية ، غير أن تطور المجتمعات نحو العولمة نتيجة انتشار تقنية المعلوماتية حتم الأمر الأخذ بالتعامل الإلكتروني سواء على مستوى التجارة الدولية أو التجارة الداخلية نتيجة نمو العقود الإلكترونية . ثم ما لبث و أن انتشرت المعاملات الإلكترونية في مجال الصفقات العمومية بترسيخ المبادئ العامة التي تحكم الصفقات العمومية. ثم تطور الأمر ببعض الدول إلى الأخذ بالتعامل الإلكتروني في مجال إبرام الصفقات العمومية و تنفيذها في إطار ما يسمى بنزع الصفة المادية على الصفقات العمومية و الدعوى إلى العروض . Abstract: Public transactions have been subject to all their stages and for a long time to the paper support, but the development of societies towards globalization as a result of the spread of information technology necessitated the introduction of electronic dealing, whether at the level of international trade or internal trade as a result of the growth of electronic contracts. Then soon, electronic transactions spread in the field of public transactions by consolidating the general principles that govern public transactions. Then the matter developed in some countries to the introduction of electronic dealing in the field of concluding public deals and implementing them within the framework of the so-called dematerialization of public deals and the case for offers.
