الاستثمار العمومي في الجزائر– دراسة تحليلية للفترة "2000-2016"

Résumé: ملخص: تهدف هذه الورقة البحثية إلى دراسة واقع الاستثمار العمومي وإبراز وتحليل مدى مساهمته في تنمية الاقتصاد الجزائري خلال الفترة(2000-2016)، وهي الفترة التي شهدت فيها السياسة المالية في الجزائر تغيرات كبيرة خاصة في جانب الإنفاق العام وخاصة جانب الاستثمار العمومي، حيث تم الاعتماد على سياسة توسعية لدعم وتنمية كافة القطاعات الاقتصادية ترجمتها استراتيجية متوسطة المدى تتمثل في برامج الإنعاش والنمو الاقتصادي المختلفة المتمثلة في برنامج دعم الانتعاش الاقتصادي "2001-2004" والبرنامج التكميلي لدعم النمو الاقتصادي "2005-2009"، برنامج توطيد النمو الاقتصادي "2010-2014" وقد ساهمت الاستثمارات العمومية في النهوض بالكثير من القطاعات وتنميتها، غير أن الهدف المنشود والمتمثل في ترقية وتنويع الاقتصاد الجزائري خارج قطاع المحروقات يتطلب بذل المزيد من الجهد وتفعيل المنظومات الأخرى ذات العلاقة بالاستثمار. Abstract: Through this paper, we aim to study the of public investment and highlight and analyze its fluctuations to which it contributed to the development of the Algerian economy during the period (2000-2016), a period in which financial policy in Algeria has undergone significant changes, especially in the aspect of public spending, where public investment has been Relying on an expansionary financial policy to support and develop related economic sectors translated into a medium-term strategy of various recovery and economic growth programs. the Economic Recovery Support Program (2001-2004) and the Supplementary Program to Support Economic Growth (2005-2009); Although the economic growth consolidation program (2010-2014), public investment has contributed to the advancement and development of many sectors, but the goal of upgrading and diversifying the Algerian economy without hydrocarbons requires more effort and efficiency of the related economic combination.
