تركيا و روسيا في أسيا الوسطى بعد 2003 : التحول من استراتيجية التنافس و الصراع إلى استراتيجية التعاون و الشراكة .

Résumé: تركز هذه الدراسة على فلسفة السياسة الإقليمية لتركيا و روسيا في آسيا الوسطى وتقدم تقييمًا لهذه السياسة. وتجادل بأن تركيا وروسيا بحاجة إلى خطة عمل جديدة قابلة للتطبيق وواقعية فيما يتعلق بالمنطقة، من أجل الجمع بين نظرتهما المعيارية وواقع المنطقة. وتؤكد الدراسة أنه من أجل تعزيز العلاقات الثقافية والاقتصادية والسياسية مع المنطقة ، يجب أولاً تهيئة الظروف الهيكلية والمؤسسية اللازمة ، فبعد نهاية الحرب الباردة وتفكك الاتحاد السوفيتي وظهور دول مستقلة جديدة في القوقاز وآسيا الوسطى ، اضطرت تركيا وروسيا إلى إعادة هيكلة مفهوم سياستهما الإقليمية والدولية، وبدأت في السعي الجديد في سياستهما الخارجية. فمنذ أن تولى حزب العدالة والتنمية (AKP) السلطة في عام 2002 ووصول بوتين إلى السلطة عام 2000 ،كانت تركيا وروسيا تتفاعلا مع هذه الجغرافيا الانتقالية ،و بمجموعة معقدة من العلاقات الاقتصادية والسياسية والثقافية مع المناطق المجاورة لها، تحاول كل منهما إتباع نهج سياسي إقليمي استباقي في حل المشاكل القائمة بينهما . الكلمات المفتاحية : أسيا الوسطى ؛ تركيا؛ روسيا؛ التنافس في المصالح ؛ الشراكة؛ Abstract This study focuses on the philosophy of the regional policy of Turkey and Russia in Central Asia and provides an evaluation of this policy. She argues that Turkey and Russia need a new, workable, realistic plan of action for the region, in order to combine their normative view with the reality of the region. The study confirms that in order to strengthen cultural, economic and political relations with the region, the necessary structural and institutional conditions must first be created. After the end of the Cold War and the dissolution of the Soviet Union and the emergence of new independent countries in the Caucasus and Central Asia, Turkey and Russia were forced to restructure the concept of their regional and international policy, and began to The new pursuit of their foreign policy.
