مظاهر نظام عدم التركيز في الادارة الجزائرية

Résumé: هدفت هذه الدراسة إلى تبيان الطبيعة القانونية للولاية ،حيث مرت الجزائر بالعديد من الإصلاحات التشريعية الخاصة بالولاية منذ الاستقلال إلى يومنا هذا ؛ابتداء من الأمر رقم 69-38 المؤرخ في 23 ماي 1969 ، مرورا بالتعديلات الدستورية لسنة 1990 ،حيث لوحظت ثغرات على مستوى قانون الولاية عند تطبيق عملياتها ؛إلى غاية صدور قانون 12-07 ،الذي أكد أن الولاية هيئة مزدوجة،أي تأخذ بنظامي المركزية واللامركزية ؛والوالي هو هيئة تنفيذية للمجلس الشعبي الولائي الذي يمثل الولاية والدولة ،كما يتولى التنسيق العام للإدارة. الكلمات المفتاحية : الولاية ،المركزية ،اللامركزية ،الوالي،المجلس الشعبي الولائي.
