Résumé: This study deals with sovereign wealth funds (SWFs), which are government-owned entities that were established from surplus oil revenues or surplus foreign exchange reserves resulting from the balance of payments surplus or consisting of a portfolio of state-owned enterprises and proceeds of privatization, In order to counter natural depletion of future resources, Increasing the capacity of the national economy and the possibilities of diversifying its base and achieving financial returns. These funds are located all over the world, but they are spread more in developing countries, especially in the Arabian Gulf and SouthEast Asia. Their investments are concentrated in developed countries, especially Europe and the United States of America, but developed countries have expressed fears and attitudes followed by protectionist reactions. Has Played an important role during the global crisis, which led developed countries to engage with sovereign countries to resolve their concerns. The result was the emergence of the Santiago Principles as a way to assess their commitment to governance, transparency and disclosure. We conducted a study on each by the China Investment Corporation and Temasek Holding, Two pilot experiments in Southeast Asia.Aswe touched also the experience of the oil countries represented by Qatar Investment Authority, Dubai Government Investment Corporation and Mubadala Development Company of Abu Dhabi as pioneering experiences in investment and fund management Wealth.
