تحليل أثر السياسات الاقتصادية على ميزان المدفوعات في الدول النامية

Résumé: الملخص: تحاول الأطروحة أن تحلّل أثر السياسات الاقتصادية على ميزان المدفوعات خلال الفترة الممتدة من (2000-2018) باستخدام نماذج البيانات المقطعية ( Panel Data Models)، ولتحقيق هدف الدراسة تم استخدام البيانات السنوية المتاحة لعينة تتكون من 36 دولة نامية مختارة من أوربا وآسيا وإفريقيا وأمريكا اللاتينية وأوقيانوسيا وهم من البلدان المصنفة في الشريحة الدنيا للدول متوسطة الدخل حسب تصنيف البنك الدولي، وقد تم ذلك عبر اختبار أربعة نماذج قياسية، حيث خلصت نتائج تقديرات النموذج الأول لأثر السياسة المالية على ميزان مدفوعات الدول النامية للفترة المذكورة آنفا إلى أن نموذج التأثيرات العشوائية هو الأفضل للتعبير عن هذه العلاقة، وأن رصيد ميزان المدفوعات يتأثر سلبياً بالدين الحكومي العام. وخلصت نتائج تقديرات النموذج الثاني لأثر السياسة النقدية إلى أن نموذج التأثيرات العشوائية هو الأفضل للتعبير عن هذه العلاقة، وأن رصيد ميزان المدفوعات يتأثر سلبياً بعرض النقود بمعناه الواسع، في حين كان أثر صافي الائتمان المحلي إيجابياً. بينما خلصت نتائج النموذج الثالث لأثر السياسة التجارية إلى أن نموذج التأثيرات العشوائية هو الأفضل للتعبير عن هذه العلاقة، وأن رصيد ميزان المدفوعات يتأثر إيجابياً بمعدل متوسط التعريفة الجمركية. وفيما يتعلق بتنسيق السياسات الاقتصادية وأثرها الناتج عن تفاعل وتكامل السياسات في ميزان المدفوعات فخلصت نتائج تقديره إلى أن نموذج التأثيرات الثابتة هو الأفضل للتعبير عن هذه العلاقة، وأن رصيد ميزان المدفوعات يتأثر إيجابياً بكل من المتغيرات التالية: الدين الحكومي العام، سعر الصرف الرسمي ومؤشر الحرية الاقتصادية، في حين يتأثر سلبياً بكل من المتغيرات التالية: الإنفاق الحكومي، مؤشر العبء الضريبي. Résumé : فرنسية أو انجلزية The thesis attempts to analyze the impact of economic policies on the balance of payments during the period (2000-2018) using panel data models. To achieve the goal of the study, the annual data available for a sample of 36 selected developing countries from Europe, Asia, Africa, Latin America and Oceania were used. The results of the estimates of the first model of the impact of fiscal policy on the balance of payments of developing countries for the aforementioned period concluded that the random effects model is the best way to express this relationship, and that the balance of payments is negatively affected by the general government debt. The results of the estimates of the second model for the impact of monetary policy concluded that the random effects model is the best way to express this relationship, and that the balance of payments balance is negatively affected by the broad money supply, while the effect of net domestic credit was positive. While the results of the third model of the impact of trade policy concluded that the random effects model is the best way to express this relationship, and that the balance of payments balance is positively affected by the average tariff rate. With regard to the coordination of economic policies and their impact resulting from the interaction and integration of policies in the balance of payments, the results of his assessment concluded that the fixed effects model is the best expression for this relationship, and that the balance of payments balance is positively affected by each of the following variables: general government debt, the official exchange rate and the index of economic freedom , while it is negatively affected by each of the following variables: government spending, tax burden index.
