مدى مساهمة قواعد التهيئة و التعميرفي تحقيق الامن البيئي

Résumé: الملخص : علاقة التهيئة و التعمير بالأمن البيئي هي علاقة مركبة متشابكة إذا أن لعمليات التهيئة و التعمير تأثير حقيقي على الأمن البيئي إما ايجابيا أو سلبيا خاصة أنها تعد احد أهدافه و خلصنا في هذا البحث إلى إن التشريع العمراني في الجزائر يعد وسيلة فعالة لتحقيق الأمن البيئي إلا انه في الواقع مغيب تماما إذ باتث الآليات التي نص عليها مجرد شكليات سواء بالنسبة للمواطن أو الإدارة المعنية و ذلك بسبب عدم وعي المواطن بقيمة الشهادات و الرخصة العمرانية و في نفس الوقت ضعف الرقابة من الهيئة المعنية و عليه نقول أن الأمن البيئي في الجزائر محمي نظريا و غائبا واقعيا Summary : The relationship of design and reconstruction to environmental security is a complex and complex relationship if the processes of urbanization and development have a real impact on environmental security either positively or negatively, especially as it is one of its objectives and we concluded in this research that the urban legislation in Algeria is an effective way to achieve environmental security, The reality is completely absent, as the mechanisms that have been stipulated are merely formalities, both for the citizen and the administration concerned, because of the citizen's lack of awareness of the value of the certificates and the building permit, while at the same time the control is weak.
