الأقليات وحقوق الإنسان في الوطن العربي -أكراد العراق نموذجا-

Résumé: شكل موضوع الأقليات وحقوق الإنسان في الوطن العربي اهتمام العديد من المفكرين في مجال العلاقات الدولية نظرا لحساسية موضوع الأقليات وحقوق الإنسان وارتباطه باستقرار الدولة ،والاستقرار الإقليمي وحتى الدولي وقد هدفت الدراسة إلى إيضاح العلاقة بين الأقليات وحقوق الإنسان وإبراز مدى تأثيرها على الوطن العربي حيث تم معالجة الإشكالية والتي مفادها الآتي: كيف يمكن للأقليات وحقوق الإنسان أن تؤثر على حالة الاستقرار في الوطن العربي على ضوء أكراد العراق؟. ومن جملة ما توصلت إليه الدراسة هو أن الأقليات وحقوق الإنسان أثرت سلبا على استقرار دولة العراق ومن ثمة على الوطن العربي إلى جانب وجود أقليات كثيرة منتشرة في الوطن العربي دون مراعاة الحدود الجغرافية للدولة مما يبرهن أنه تحدي مشترك لجميع دول الوطن العربي ،فأكراد العراق لعبوا دورا كبيرا في تحديد الخارطة السياسية في العراق، ومن ثمة و في ظل التحولات الجديدة التي يشهدها العالم، فإن تأثير الأقليات في باقي دول الوطن العربي له نفس الأهمية، وبالتالي الخشية من تكرار سيناريو أكراد العراق في مكان آخر من الوطن العربي في حالة وجود قوة إقليمية أو عالمية تقف وراء مطالبه وأهدافه أي أن الفواعل الخارجية لها تأثير كبير في تحقيق أهداف الأقليات في الوطن العربي . وفي الأخير استنتجنا بأن الأنظمة السياسية في الوطن العربي لم تستطع التكيف مع مطالب الأقليات ولم تدرك الجغرافيا السياسية التي ورثتها عن الاستعمار بفعل عدم مراعاة الجانب الأقلياتي عند وضع الحدود، وبالتالي ضرورة الوصول إلى تنمية فكرية كفيلة بصنع مقاربة باستطاعتها إدراك الأبعاد الداخلية والخارجية لمسألة الأقليات وحقوق الإنسان لضمان استقرار الوطن العربي. The topic of minorities and human rights in the Arab world, was the concern of many thinkers in the field of international, relations due to the sensitivity of the subject of minorities. and human rights and its relation to the stability of the state, and regional and even international stability. The study aimed to clarify the relationship between minorities and human rights and to highlight their impact on the Arab world, Which is the following: How can minorities and human rights affect the state of stability in the Arab world in light of the Kurds of Iraq? Among the findings of the study is that minorities and human rights have negatively affected the stability of the State of Iraq and hence the Arab world, in addition to the presence of many minorities scattered in the Arab world without taking into account the geographical boundaries of the state, which proves to be a common challenge for all countries of the Arab world. In light of the new transformations taking place in the world, the influence of minorities in the rest of the Arab countries is of the same importance and therefore fear of repeated scenario of the Kurds of Iraq elsewhere in the Arab world in the case of a regional or global power stands Laura Its demands and objectives, that is, external factors have a significant impact on achieving the objectives of minorities in the Arab world.
