تقييم جودة الأداء المهني لمحافظ الحسابات وفق القانون 10/01 دراسة عينة من محافظي الحسابات و المحاسبين بالجنوب الشرقي الجزائري

Résumé: تهدف هذه الدراسة إلى تسليط الضوء حول تقييم جودة الأداء المهني لمحافظ الحسابات وفق القانون 10/01 المؤرخ في 29 يونيو 2010 المتعلق بمهنة الخبير المحاسبي و محافظ الحسابات و المحاسب المعتمد، وذلك من خلال تقييم محددات جودة الأداء المهني وفق هذا القانون و العوامل المؤثرة فيه. ولقد توصلنا في هذه الدراسة إلى أنه يوجد هناك بعض المحددات التي لها تأثير على جودة الأداء المهني لمحافظ الحسابات كالإستقلالية و التأهيل العلمي والعملي من العوامل المؤثرة ايجابيا على جودة مراجعة الحسابات ،و توفر الخبرة المهنية لدى محافظ الحسابات تعتبر ذات أهمية كبيرة بالنسبة لجودة الأداء المهني حيث تعتبر عاملا مهما حتى يتسنى للمكتب أداء عملية المراجعة بالجودة المطلوبة ، و إلتزام مكاتب المراجعة لسياسات وإجراءات رقابة الجودة على أعمال المراجعة يؤدي إلى تحسين جودة الخدمات المقدمة من قبل مكاتب المراجعة. This study aims to shed light on the quality of professional performance evaluation of the governor of the accounts in accordance with the resolution 10/01 Act of 29 June 2010 related to the profession of expert accounting, Governor of the accounts and Chartered Accountant, through assessing the quality of professional performance limitations under this law and the factors affecting it. The findings in this study to the most important results is that there are some limitations that have an impact on the quality of the Governor of the accounts professional performance such as independency and scientific and practical qualification. The Governor of the accounts professional experience is of very great importance for the professional performance quality which is considered as an important factor that enable the Firms to perform the review process with the required quality. Moreover, the audit office commitment to the review policies and their quality procedures will improve their service quality.
